Competitive dialogue

The size of the Oberbillwerder planning area and the significance of the new district for Hamburg required an EU-wide procedure. It began in the summer of 2017 with a competition in which 12 internationally renowned planning teams, consisting of urban planners, landscape architects and architects, qualified to participate in the competitive dialogue. The 100-page task specification set out all the important criteria and required an intensive examination of the planning area.

The procedure

The competitive dialogue that formed the basis for the master plan enabled the continuation of the open and transparent planning process that had already begun at the end of 2016 and invited citizens to participate. A total of around 3,000 people took part in ten events as part of the planning process for Oberbillwerder.

The competitive dialogue was conducted in two phases in accordance with the Public Procurement Ordinance (VgV): Phase 1 (qualification) and Phase 2 (in-depth review). The two-phase process began in autumn 2017 and ended in May 2018. Of the 34 planning teams that applied in the EU-wide competition, 12 met all the required criteria and were invited to the first dialogue phase. This began on 9 October 2017. This was followed by two public presentation and discussion events and two public planning workshops. Citizens had the opportunity to comment on the designs and formulate suggestions and requests in various formats.

The winners

On May 24th 2018, a high-level advisory committee comprising politicians, citizen representatives and renowned experts voted in favour of the ‘The Connected City’ design submitted by the planning team ADEPT + Karres en Brands and Transsolar Energietechnik GmbH. The award decision was made in accordance with the previously defined and published award criteria:

  • Quality of the urban development concept
  • Quality of the open space concept
  • Quality of the utilisation concept
  • Quality of the development concept
  • Quality of the drainage concept and sustainability
  • Process design and cost-effectiveness
  • Fee for planning services
