On the way to Hamburg's 105th district
The IBA Hamburg aims to make the planning for Hamburg’s new district transparent and, wherever possible, to inform citizens and stakeholders and invite them to participate. To this end, we are developing various event-related and regular formats in line with the progress of the district’s development. Public participation in urban land-use planning is regulated by the Building Code. It takes place in two stages, which are described in detail on the hamburg.de website. IBA Hamburg is not responsible for implementing this legally regulated participation; rather, it is always the responsibility of the relevant Hamburg district or, where applicable, a Hamburg authority.

Project dialogue
Once a year, IBA Hamburg enters into an open dialogue with citizens together with representatives from the district. In addition to providing information on the current planning status, the focus is on mutual exchange with participants. The aim is to hear specific concerns, clarify issues and work together to find constructive solutions. Please refer to the schedule for information on the next project dialogue.

Public participation in the Green Loop project has been completed
The Green Loop in Oberbillwerder will not only connect different neighbourhoods in the future, but is also set to become the green heart of Hamburg’s 105th district. In 2023, an open space planning competition was launched for the large, multifunctional Grüner Loop green corridor. Part of the tender documents for the planning offices were the so-called citizen pages with ideas, suggestions and visions from civil society.
On July 10th 2023, citizens were given the opportunity to provide suggestions and comments on the competition entries, which were then forwarded accordingly. Many of these topics are reflected in the selected design by Atelier Loidl Landschaftsarchitekten Berlin.

What is competitive dialogue?
The master plan for the new Oberbillwerder district is being developed through a competitive dialogue procurement procedure in accordance with Section 18 of the German Public Procurement Ordinance (VgV). Competitive dialogue is a procedure used to award contracts for particularly complex issues.
The development of a new district of this magnitude is of outstanding importance for the Bergedorf district and the Free and Hanseatic City of Hamburg. For this reason, on September 28th 2016, the Senate Commission for Urban Development and Housing expressly emphasised the importance of choosing a very open and transparent process for the development of the master plan, with many opportunities for participation by the public, experts, business, politics and administration, and of ensuring extensive citizen participation. To guarantee this, the competitive dialogue procedure was chosen.
The competitive dialogue opens up the possibility for open and transparent participation formats involving the participating planning offices. The two-phase process will begin in autumn 2017 and end in May 2018. During this period, five public events will be held with the planning teams and citizens. At the end of the first qualifying dialogue phase, the field of 12 participating interdisciplinary planning teams (from the fields of urban planning, landscape architecture and architecture) will be reduced by a maximum of four, and at the end of the second, in-depth dialogue phase, the design from which the master plan is to be developed will be selected. A combination of design ideas is also conceivable.
What significance does the Green Loop have for the new district?
The approximately 15-hectare Green Loop is Oberbillwerder’s main artery: it shapes the urban structure, serves as a transport link, public open space and recreational area, and is also a central element in the drainage concept. The Green Loop connects the five neighbourhoods with each other. At the same time, all schools and daycare centres can be reached via it. This green ring is characterised by safe and good transport links with integrated playgrounds and exercise facilities for people of all ages, as well as places for rest and relaxation.
Ecological areas for diverse urban nature for plants and animals are integrated at various locations. The banks or sports areas in the Green Loop can easily be flooded during heavy rainfall. These areas store water like a sponge, allowing it to drain away in controlled doses so that the existing system is not overwhelmed.
